Enhancing Joint Work Plan (JWP6) of CBD & Ramsar: 3 Comments by OceanWetlands WG of China Biodiversity Conservation and Green Development Foundation

On Feb 19 2024, the OceanWetlands Working Group of the CBCGDF submitted three key comments on the 6th Joint Work Plan (JWP6) between the Convention on Biological Diversity (CBD) and the Convention on Wetlands (Ramsar), as follows.

 


1. Incorporating World Migratory Bird Day (Line 76, 4.5 - Awareness Raising and Outreach):

   

   Our recommendation advocates for the explicit inclusion of World Migratory Bird Day within the Joint Work Plan (JWP6) framework. This day serves as a direct link between the RAMSAR and CBD conventions. Rather than being broadly categorized under "other relevant international days," we suggest emphasizing its significance within Line 76, 4.5 to provide a more focused and meaningful connection.

 

2. Promoting Synergies between Climate Actions and Biodiversity Conservation (Mainstreaming):

   

   Another crucial recommendation is to include "Promotion of Synergies between Climate Actions and Biodiversity Conservation" within the Mainstreaming section. Wetland is a perfect vehicle for this strategy. This addition aims to enhance the plan's effectiveness by fostering synergies between climate actions and biodiversity conservation efforts. Such integration ensures a positive impact in both directions, contributing to a more comprehensive approach to environmental sustainability.

 

3. Inclusion of Small and Micro-sized Wetlands and Other Effective Area-based Conservation Measures (OECMs)  into the JWP6 Document:

   

   While the document acknowledges RAMSAR SITES, it overlooks the significance of smaller, more widespread wetlands and publicly connected small and micro-sized wetlands. Additionally, it fails to mention other effective area-based conservation measures (OECMs) that could contribute to target 3 of the Kunming-Montreal Global Biodiversity Framework (GBF). Our recommendation is to incorporate these elements into the JWP6 document, with a specific emphasis on the role of communities in wetland and biodiversity conservation.
