CBCGDF’s Proposal to 2024 “Two Sessions” | Developing the Biodiversity Conservation Law

As of now, China has not yet formulated a basic law or special regulation on biodiversity conservation. Therefore, in order to effectively implement the "Kunming-Montreal Global Biodiversity Framework", taking the opportunity of compiling a code of ecological environment, it is recommended to accelerate the legislative work of the Biodiversity Conservation Law. 

In 2016, with the support of the China Association for Science and Technology, China Biodiversity Conservation and Green Development Foundation (CBCGDF) led the drafting project of the Biodiversity Conservation Law, organized three high-level academic exchange seminars and drafting working groups, and discussed the feasibility, scope, and main content that should be covered in the law. During the 2019 Two Sessions, the proposal of CBCGDF on developing the Biodiversity Conservation Law and strengthening ecological security was submitted by the representative members.

To implement the “Kunming-Montreal Global Biodiversity Framework” and achieve the goal of improving the global ecological and natural environment and reversing the trend of biodiversity loss by 2030, it is recommended to seize the opportunity of compiling an ecological and environmental code legislation and formulate a national level Biodiversity Conservation Law.



Specifically, the Legislative Affairs Committee and the Environment and Resources Protection Committee of the National People's Congress can take the lead, and coordinate with the Ministry of Natural Resources, the Ministry of Ecology and Environment, the State Forestry and Grassland Administration, the Ministry of Agriculture and Rural Affairs, etc. to accelerate relevant legislative work.
