CBCGDF’s Proposal to 2024 “Two Sessions” | Properly Handle Packaging Materials for Communication and Power Facilities to Prevent Pine Wilt Disease

China Biodiversity Conservation and Green Development Foundation (CBCGDF) “Two Sessions” Proposal Working Group held the “2024 'Two Sessions' Proposal Meeting” on February 1, 2024. It is the eighth time that CBCGDF held the “Two Sessions” proposal solicitation meeting since the start of its work in 2016. During this meeting, experts discussed about the issue of pine wilt disease.


 

The Legal Working Committee of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) received letters and calls from volunteers, as well as professional opinions from experts, reflecting that relevant communication equipment and power companies dismantle materials like wooden packaging and cable reels containing live pine wood nematodes or vector insects such as longhorned beetles carrying pine wood nematode disease in mountains and forests, causing the spread of pine wilt disease in the healthy forest ecosystem of the Zhuta Mountains and posing a threat to ecological security. After investigation, it has been found that improper disposal of pine wood packaging during communication and power facility installation and maintenance, as well as on-site disposal of cable reels, are one of the main human factors causing the spread of pine wood nematodes.

 

To maintain ecological security and social public interests, the following suggestions are proposed by CBCGDF to address the above issues:

 

1、 To conduct a special investigation on pine packaging and cable reel disposal during the installation and maintenance of communication equipment for all communication and power enterprises, and carry out special treatment of pine wilt disease.

 

2、 To lead the organization in drafting relevant standards and specifications for the construction and installation of communication facilities for the prevention and control of pine wilt disease, forming practical and feasible operating rules to prevent the spread of pine wilt disease from the source.

 

 

3、 To establish relevant work systems and organize training and education activities for communication enterprise employees on the prevention and control of pine wilt disease, to enhance the awareness of prevention and control of pine wilt among all staff.

 

4、 To require communication companies to take responsibility for the subsequent recovery and disposal of packaging waste from infrastructure construction materials, and form traceable records. Disposing of packaging on the mountaintop should also be avoided.
