CBCGDF’s Proposal to 2024 “Two Sessions” | Social Organizations Should Be Able to Participate in Negotiations on Compensation for Ecological Environment Damage as Mediators
China Biodiversity Conservation and Green Development Foundation (CBCGDF) “Two Sessions” Proposal Working Group held the “2024 'Two Sessions' Proposal Meeting” on February 1, 2024. It is the eighth time that CBCGDF held the “Two Sessions” proposal solicitation meeting since the start of its work in 2016. During this meeting, experts discussed the issue of pine wilt disease. During this meeting, experts talked about issues like how to deal with the conflicts between environmental public interest litigation and ecological environment damage compensation negotiation that are often encountered in practice, or to avoid such conflicts and allow NGOs to participate in the ecological environment damage compensation negotiations.
At present, in addition to the above issue, there are also problems such as insufficient supervision and restraint mechanisms for administrative departments, and poor operability for NGOs to participate in negotiations. CBCGDF proposes the following suggestions:
1. Negotiations on compensation for ecological and environmental damage should be made public to the society.
2. To establish a system for negotiating and mediating compensation for ecological and environmental damage
3. NGOs should be able to participate in the evaluation and acceptance of ecological environment damage control and restoration
