CBCGDF’s Proposal to 2024 “Two Sessions” | Establishing a Dark Sky Protection Day and Developing Night Science Popularization Tourism

Over the past few hundred years, the excessive use of lighting has caused light pollution and disrupted natural day and night patterns. Two thirds of cities around the world no longer see the Milky Way and major constellations, and the common starry resources and heritage of humanity are disappearing. Protecting the beautiful starry sky is not only necessary for preventing and controlling light pollution, protecting the ecological environment, promoting energy conservation and green development, but also helps to care for human health.

The China Biodiversity Conservation and Green Development Foundation (CBCGDF) has successively set up 8 Community Conservation Areas for Dark Sky at Ali and Naqu in Xizang  Autonomous Region(2016), Yeludang in Jiangsu Province (2018), Honggu in Taihang in Shanxi Province (2018), Geyuan in Jiangxi Province (2019), Zhaojin in Shaanxi Province (2020), Lenghu in Qinghai Province (2023), Liuba in Shaanxi Province (2023). Each Community Conservation Area fully plays an important role in ecological conservation, environmental education, ecotourism, and science popularization, allowing more young people and the public to understand, pay attention to, and participate in the practical experience of ecological environment and dark sky protection.

Therefore, the Dark Sky Working Committee of CBCGDF recommends:

1. To establish a Dark Sky Protection Day. Many lives on Earth rely on the rhythms of day, night, and four seasons. It is of great significance for biodiversity conservation to carry out science popularization, and to encourage more people to participate in the protection of the dark sky.

2. To develop stargazing tourism. Taking the protection of the dark night and starry sky as a starting point, expanding the industry chain of starry sky science popularization tourism can not only promote the construction of the fourth civilization, but also assist in the comprehensive improvement of local social and economic benefits.
