CBCGDF Recommends A Product Label System in EU's UNEA-6 Draft Resolution on Circular Economy Acceleration: Empowering Consumers and Greening Industries

The 6th United Nations Environment Assembly (UNEA-6) is set to convene in February 2024, and the China Biodiversity Conservation and Green Development Foundation (CBCGDF), as an accredited organization to the UNEA, has been invited to provide comments and input on its resolution drafts. On January 30, 2024, CBCGDF submitted the following input to the Draft UNEA-6 Resolution on Stepping up efforts for accelerating a circular economy transition domestically, regionally, and globally, proposed by the European Union and its Member States.

In the pursuit of stepping up efforts for accelerating a circular economy transition domestically, regionally and globally, CBCGDF recommends nations incorporate a detailed label on product quality-related laws and regulations. This label would provide three essential pieces of information: (1) the percentage of recycled materials used in its production process, (2) the recyclability and reuse potential of this product after use, and (3) the product's warranty period.

To begin with, the label should explicitly state the percentage of recycled materials used in the manufacturing process. By providing a breakdown of the recycled materials utilized during production, consumers gain a transparent understanding of how resources are utilized in the manufacturing process. This not only enhances the manufacturing industry's sense of responsibility toward sustainable development but also empowers consumers with information to support environmentally friendly products, encouraging greener and more sustainable production processes. For instance, the vast amount of unrecycled ocean plastic could become a focus for manufacturers aiming to improve their environmental, social, and governance (ESG) performance under the incentivizing "labeling system." This positive reinforcement can lead to the market and consumers identifying and autonomously choosing products that use high proportions of recyclable materials.

Secondly, the label should include the percentage of recyclability and reuse after the product's lifecycle. This information guides consumers in making informed decisions about proper product disposal, fostering the development of a circular economy. By understanding the recyclability and reuse percentages of a product, consumers can make wiser choices, prompting companies to prioritize sustainability in product design and lifecycle management.

Thirdly, the label should indicate the product's warranty period. Clear warranty information helps establish consumer confidence in product quality and effectively regulates after-sales services. Consumers can gauge a product's lifespan based on the warranty period, providing them with more grounds for shopping decisions and encouraging businesses to focus on product quality and after-sales services.

Though it may seem like a small label, its role in driving green development is substantial. Establishing a "labeling system" is a pivotal step in implementing the construction of a quality-focused nation and adhering to laws and regulations on product quality.
