Biodiversity Governance History: CBCGDF Celebrating Conference in Response to China's Biodiversity Conservation Strategy and Action Plan (2011-2030)

 In the inaugural year of the comprehensive implementation of the "China Biodiversity Conservation Strategy and Action Plan (2011-2030)," a significant event is on the horizon. Reports reveal that non-governmental organizations are gearing up to vigorously support the execution of this action plan. With the approval of the State Council, the China Biodiversity Conservation and Green Development Foundation (CBCGDF) and the China Strategic and Management Research Society will jointly launch activities in response to this plan.



The conference, aptly named the "Conference in Response to China's Biodiversity Conservation Strategy and Action Plan (2011-2030)," is scheduled to take place on July 8th at 9:00 AM at the Great Hall of the People. National leaders and leaders from relevant ministries and commissions will attend the conference. Over 300 representatives from local governments, academic institutions, non-governmental organizations, business enterprises, environmentalists, and various segments of the public will participate in this significant event.

"Biodiversity" encompasses the ecological complex formed by living organisms (animals, plants, microorganisms) and their environment, along with various ecological processes related to it. It includes ecosystems, species, and genes. Biodiversity is the foundation for human survival, sustainable economic and social development, ecological security, and food security. However, the current rate of species extinction worldwide exceeds natural reproduction by 1000 times. Experts point out that as one of the world's 12 most biodiverse countries, China is facing a doubling of this alarming rate.

On September 15, 2010, the State Council executive meeting reviewed and approved the "China Biodiversity Conservation Strategy and Action Plan (2011-2030)." It clearly outlined the guiding ideology, basic principles, objectives, tasks, and guarantee measures for China's biodiversity conservation work in the next 20 years. This marked another milestone event following China's accession to the Convention on Biological Diversity in 1992. Elevating biodiversity conservation to the national strategic level demonstrates the Chinese government's determination to genuinely protect biodiversity, fulfill treaty obligations comprehensively, and shoulder the responsibilities of a major nation.

According to the Convention's provisions, each contracting party is required to formulate and promptly update national strategies, plans, or programs based on its national conditions. In 1994, China released and implemented the "China Biodiversity Conservation Action Plan," which significantly promoted biodiversity conservation efforts in the country. However, recent challenges such as biosafety of genetically modified organisms, invasive alien species, and access and benefit-sharing of biological genetic resources have brought increasing international attention to biodiversity protection. The overall declining trend of biodiversity in China has yet to be effectively curbed, with resource overuse, construction projects, and climate change severely impacting species survival and the sustainable utilization of biological resources. The critical situation of severe loss of biological species has not undergone fundamental changes.

 

To implement the relevant provisions of the Convention on Biological Diversity and effectively address new issues and challenges in China's biodiversity conservation, the Ministry of Ecology and Environment, in collaboration with over 20 departments and units, has formulated the aforementioned action plan.
