CBCGDF BASE Secretary-General: Pet Business Premises Should Meet Minimum Standards and Ensure Traceability of Pets|A Perspective of EU Pet Law

On the afternoon of January 25, 2024, the seminar on "Pet Commercial Breeding Chaos and Governance Paths" was held simultaneously online and offline. The meeting focused on three topics: "Current Status of Pet Breeding", "Legal Regulations on Pet Breeding" and "Social Governance of Pet Breeding".

Professor Sara Platto, Secretary General of the Biological and Scientific Ethics Committee (BASE) of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) was invited to participate in the meeting, and delivered a keynote speech entitled "Pet Welfare and their Traceability: European Parliament Regulations on Breeding Practices for Dogs and Cats".

Sara Platto pointed out that the European cat and dog trade has a turnover of 1.3 billion euros. This is very attractive to illegal operators. There are huge differences in pet keeping and traceability legislation between different EU member states. Generally, pet businesses are divided into two types: breeding farms that sell puppies and kittens; and pet stores that sell dogs and cats of all ages. The illegal trade in pets online may account for a large proportion of the illegal trade, and there are serious animal welfare concerns.

Sara Platto introduced the EU law on the welfare of cats and dogs and the regulations on pet business premises. Among them, she mentioned that EU laws have stipulated the minimum standards that should be met to ensure pet business premises, and have restrictions on the minimum breeding age and birth rhythm of female dogs and cats; as well as requirements for female dogs and cats within a certain age range. The health of the female cat is monitored. Breeding sites must be registered in accordance with the requirements of the EU's Animal Health Act, and must be inspected by the competent authority to verify whether the site complies with animal welfare regulations before approval can be granted.
