A 1999 Report: China Biodiversity Conservation Foundation Established in Beijing: A Retrospective on the History of Biodiversity Governance in China & CBCGDF

 Editor's Note: The predecessor of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) was the "China Milu Deers Foundation," founded in 1985, later renamed the "China Biodiversity Conservation Foundation" in 1999, and subsequently rebranded in the late 2000s. This evolution was driven by the need to shift from the protection of individual species to broader biodiversity conservation and from biodiversity to the entire spectrum of sustainable development goals. Over the past three decades, CBCGDF has been a pioneering institution in China's exploration of biodiversity and green development.

While reviewing historical documents, we discovered an old article. The secretariat of the China Biodiversity Conservation and Green Development Foundation now shares an article titled "Establishment of the China Biodiversity Conservation Foundation in Beijing," published in the third issue of "Nature" in 1999. At the beginning of this year, the China Biodiversity Conservation Foundation (CBCF) was officially established in Beijing. As a signatory to the Convention on Biological Diversity, China is one of the world's most biodiverse nations. To better fulfill the Convention's obligations and advance the cause of biodiversity conservation, the China Biodiversity Conservation Foundation aims to mobilize society's attention and support for biodiversity protection. Its mission includes implementing a sustainable development strategy and establishing a beautiful homeland. The defined objectives include promoting public love for nature, enhancing environmental awareness, actively engaging in biodiversity protection, and fostering extensive connections with domestic and international friendly organizations and individuals. The foundation plans to raise funds through various channels to support its mission.

The Foundation has decided to manage donated funds scientifically, establishing professional and incentive funds to provide assistance and rewards to groups and individuals contributing to biodiversity conservation. Additionally, the foundation intends to organize academic cooperation and exchanges, conduct scientific research, promote technological achievements, provide consulting advice, and undertake talent training.

The precursor to the China Biodiversity Conservation Foundation was the China Milu Foundation, established in 1985 as one of the earliest non-governmental organizations in China. It played a significant role in the conservation efforts for the endangered Milu deer species. Over the years, the foundation expanded its focus from the protection of a single species to the conservation of multiple species and ecosystems, becoming a leading organization for biodiversity conservation. With approval from the competent authorities, the China Milu Foundation officially changed its name to the China Biodiversity Conservation Foundation.

The highest governing body of the China Biodiversity Conservation Foundation is the Board of Directors, with Lv Zhengcao, Zhang Jianmin, Xie Zhenhua, and Lin Lifu serving as honorary chairpersons. Hu Zhaoguang holds the position of chairman, while Ji Yanshou and Jin Jianming serve as executive vice-chairpersons, and Wang Liran is the Secretary-General.
