CBCGDF expert Abdou Rahman JOBE: China-Africa Cooperation for a Green Future: The Way Forward | The 2023 China-Africa Green Investment and Green Development Forum

The 2023 China-Africa Green Investment and Green Development Forum was held on December 15, 2023 from 13:30 to 17:30 at the East Lake International Center in Beijing. China Biodiversity Conservation and Green Development Foundation (CBCGDF) South-South Biodiversity Science Project (CBCGDF-SSBSP), as a co-organizer of the Forum, greatly supported the conference. Abdou Rahman JOBE, an expert from CBCGDF, attended it by video recording at invitation.

The theme of this forum is "China-Africa Cooperation for a Green Future", which focuses on the exchange and discussion of policies and markets in the key areas of green investment and green development in China and Africa, providing policy and market interpretation for China-Africa enterprises' investment and cooperation in green industry from the perspective of the government, the industry and the enterprises, and sharing the experience of cooperation between Chinese and African enterprises, mature business cases and investment opportunities, so as to provide a better solution for China-Africa green industry investment. The forum will provide policy and market interpretation for China-Africa enterprises to invest and cooperate in green industry from the perspective of government, industry and enterprises, share the cooperation experience, mature business cases and investment opportunities of China-Africa enterprises, and build a high-end dialog platform for China-Africa green industry cooperation.

The forum invited the ambassadors (counselors) of African countries to China to share the investment attraction and market policies of African countries in green technology and projects, and also invited key enterprises engaged in business projects, green technology cooperation and green technology investment in Africa to share their mature projects, so as to provide experience for governments, industries and enterprises intending to carry out green projects and investment in African countries and regions.

China-Africa Cooperation for a Green Future: The Way Forward

In the face of growing populations, increasing climate change, and global commitments to eradicate hunger and poverty, food security has moved to the top of national agendas across the globe, and the question of how the planet will feed 9 billion people by 2050 seems to be at the forefront of concerns. Water scarcity, droughts, floods, pollution and other climate change impacts are major challenges to sustainable agriculture and rural development.

However, in recent decades, government agencies, public and private organizations and donors around the world have given varying degrees of attention to green investment and green development efforts. Countries in South and East Asia invested heavily in this area during the green revolution.

Governments and other stakeholders recognize that water, health, ecosystems, biodiversity, energy and food systems are interconnected and that losses from related disasters (e.g., degradation, drought, floods, coastal tides, sea-level rise, salinity intrusion) are on the rise. These issues must be addressed, with particular attention paid to people in vulnerable situations, especially in Africa.

There is therefore an urgent need to consider how best to address these interconnected issues. Green investment and development-oriented actions need to be strongly, coherently and explicitly integrated and prioritized into national sustainable development strategies, policies and investment plans to help understand why and how they can be used to achieve social, economic and environmental goals based on green investment. In this context, country-led strategies and road maps validated and endorsed at the multilateral level through country-led dialogues and participatory processes between Central Africa and Africa will help to enhance coordination and manage the implementation of the agenda.

Exchanges and cooperation through activities in the areas of information, technology, materials, projects, finance and human resources for green industry must encourage and incentivize Africa's most vulnerable countries, most of which are woefully deficient in these areas. China, as the world's largest developing country and one of the world's largest economies, is undoubtedly the most promising partner for Africa among developing countries, thus leading China-Africa cooperation in green industry investment, financing and projects to promote the global green transformation, combat climate change and realize the goal of sustainable development. Therefore, China and Africa will work together to build a green economy and promote green development for the benefit of the whole world.
