CBCGDF-BCON: Urban Parks Management Should Pay Attention to Biodiversity

Recently, the Ministry of Housing and Urban-Rural Development has issued a notice on the public consultation on the “Measures for the Management of Urban Parks (Draft for Comments)” to widely solicit opinions, in order to promote the development of urban parks and improve the urban ecology and human environment. The “Biodiversity Conservation in Our Neighborhood” Working Group of China Biodiversity Conservation and Green Development Foundation (CBCGDF-BCON) responded positively to the call, and after serious discussion, put forward 8 suggestions in total for reference in its scientific decision-making. The followings are [Recommendation 2] and [Recommendation 3].

[Recommendation 2] In [Article 2], it is proposed to add “natural landscape and biodiversity conservation” .

[Reason]At present, the definition of “urban park” only “with garden landscape and service facilities”, but does not mention “with natural landscape”. In fact, many urban parks nowadays have good natural scenery. Therefore, it is recommended to include "natural landscapes" in Article 2, because natural landscapes have a profound impact on the physical and mental health, quality of life and social interaction of urban residents. The natural landscape not only provides a peaceful, green environment, but also plays a key role in ecological balance. Urban parks that integrate natural elements can provide a richer ecological experience, promote the conservation of neighborhood biodiversity, create a harmonious urban ecosystem, and meet people's growing yearning for a better life. In addition, natural landscape can relieve pressure and improve people's psychological well-being in the urban environment, providing urban residents with a rest resort away from the hustle and bustle. Therefore, the inclusion of "natural landscape" in the scope of urban park management will help to create a more integrated and sustainable urban park, meet people's desire for the natural environment, and promote the conservation of biodiversity and sustainable development of the city.

[Recommendation 3] In [Article 9], it is proposed to add biodiversity” .

[Reason] The "balanced layout" in Article 9 of the “Measures for the Management of Urban Parks (Draft for Comments)” is not in line with the principle of biodiversity. Diverse habitats are good for biodiversity. Therefore, it is recommended to add "biodiversity" after "balanced layout" to ensure that multiple principles can be reflected.
