CBCGDF Suggests Considering Ecological Connectivity in Water Conservancy and Hydropower Construction

The Water Conservancy Engineering Construction Department of the Ministry of Water Resources issued a letter soliciting opinions on the "Acceptance Procedures for Water Conservancy and Hydropower Construction Projects (Draft for Comments)". China Biodiversity Conservation and Green Development Foundation (CBCGDF) actively responded to the call and put forward 5 suggestions for decision-making and reference.

Suggestion 2: It is recommended to add the term “ecological connectivity” to the full text.


Reasons: 

1. Water conservancy and hydropower construction need to consider ecological connectivity. The construction is related to the balance between different ecosystems. In addition, those construction projects will cause a change in the structure of water and land, damaging the habitats of plants and animals and affecting the migration of wild animals.

The "Acceptance Procedures for Water Conservancy and Hydropower Construction Projects (Draft for Comments)" should clearly include "ecological connectivity" in the text to ensure that ecological corridors are considered in the design and implementation of the project. Therefore, to prevent the migration of migratory wildlife species from causing extinction threats to ensure the integrity of ecosystems.


2. In the report of the 20th National Congress of the Communist Party of China and at the 15th Conference of the Parties to the United Nations Convention on Biological Diversity (CBD COP15). China clearly emphasized the importance of biodiversity conservation the importance of the systematic approach and the concept of “promoting green development through biodiversity conservation”. This should be the guidance and basic principle for water conservancy and hydropower construction projects.
