Propose to include "a total ban on reclamation" in the document | CBCGDF OceanWetlands on "Jiangsu Coastal Zone and Marine Spatial Planning (2021-2035)"

The Department of Natural Resources of Jiangsu Province has recently issued a public consultation notice on the "Jiangsu Coastal Zone and Marine Spatial Planning (2021-2035)" to collect opinions and suggestions from all walks of life. The China Biodiversity Conservation and Green Development Foundation (CBCGDF) OceanWetlands Working Group has responded positively to the call, and put forward the following suggestions for decision-making. Here's [Recommendation 5].

Recommendation 5: It is recommended that "except for major national projects, a total ban on reclamation" be written into the document.

[Reason] On July 25, 2023, the State Council mentioned in the Reply to the Approval of Jiangsu Provincial Land and Space Planning (2021-2035) (public document) about "building a firm spatial foundation for safe development" that "reclamation is completely prohibited except for major national projects; reclamation is completely prohibited except for major national projects; reclamation is completely prohibited except for major national projects; reclamation is completely prohibited except for major national projects; reclamation is completely prohibited except for major national projects". In the "Building a Secure Spatial Basis for Development" section of the approval of the 2021-2035 Plan (public document), it is mentioned that "except for major national projects, reclamation shall be prohibited; the management of uninhabited islands shall be strictly enforced. It also emphasizes "protecting important coastal wetlands such as the coast of northern Jiangsu Province and the mouth of the Yangtze River, and enhancing biodiversity such as migratory birds in the Yellow (Bohai) Sea".

Coastal wetlands are crucial for nature conservation. In the "Jiangsu Province coastal zone and marine spatial planning (2021-2035)" in the public consultation of the manuscript of the "4.4" for the reclamation of the description of "efficient use of the stock of reclamation, the use of coastal land according to local conditions," I think it is worthwhile to I think it is worth discussing again. Suggestion: The position of protection should be clarified to ensure the consistency between the local plan and the State Council's approval of the Land Spatial Planning of Jiangsu Province (2021-2035).

The CBCGDF volunteer team has long been deeply touched by the preciousness of Jiangsu's coastal wetlands. The "Jiaozi Mud" wetland, designated as a World Natural Heritage Site today, was once at risk of being reclaimed. In 2017, this internationally important wetland, which is now designated as a World Natural Heritage site, was not only not protected, but was also being eroded by the "Million Mudflats" reclamation project. Initially, in the first phase of the Yellow Bohai Sea World Heritage Site nomination, the mud was not included.

On March 16, 2017, UNESCO reviewed and approved China's "Tentative List of Nominated Sites for World Natural Heritage in the Bohai Bay-Yellow Sea Coastal Zone" and published it online. The tentative list involves fourteen selected wetlands located in Liaoning, Hebei, Shandong and Jiangsu provinces. However, there is no striped mud among them. So, the Secretary General of CBCGDF appealed that the Jiaozi Mud Wetland in Dongtai City, Yancheng City, Jiangsu Province should be included in this list, and contacted the World Heritage evaluation experts to suggest a visit to the Jiaozi Mud Wetland. Subsequently, through the continuous efforts of all parties at home and abroad, this seemingly barren coastal wetland has been preserved, and has become a World Natural Heritage site preserved today.
