CBCGDF-BCON Suggested Clarifying the Purpose of Legislation in Chapter 1 to Better Serve the Construction of a Strong Transportation Nation | Measures for the Administration of Railway Construction (Draft for Comments)

 

The State Railway Administration has recently issued a notice on the public consultation on the "Measures for the Administration of Railway Construction (Draft for Comments)", and the Biodiversity Conservation in Our Neighborhood Working Group of China Biodiversity Conservation and Green Development Foundation (CBCGDF-BCON) has responded positively to the call by submitting 4 suggestions. Recommendation 1: It's suggested that the purpose of legislation be made clear in Chapter 1 [General Provisions]: "To build a strong transportation country, to ensure the healthy, orderly and green development of the railroad industry, and to guarantee the safety, efficiency and environmental protection of railroad transportation and railroad construction".


[Reasons] The legislative purpose of emphasizing the railroad construction management measures is to highlight its important position in the national transportation strategy under the guidance of the ecological civilization idea and to implement the concept of sustainable development. As an important infrastructure and mode of transportation, railroads are of great significance to the country's economic prosperity, social stability and sustainable development of the environment. The emphasis on "healthy, orderly and green development" reflects the concern for the sustainability of the railroad industry, with a focus on environmental protection, biodiversity impact mitigation, resource efficiency and sustainable contribution to society. Ensuring the "safety, efficiency and environmental protection" of railroad transportation and construction highlights the responsibility for the safety of people's lives and property, while pursuing efficient and environmentally friendly transportation, reflecting the specific objectives of the regulations in promoting the healthy development of the national railroad industry. This legislative purpose is emphasized in order to align the railroad construction with the overall national development strategy, so as to ensure that the railroad plays a more important and positive role in national development.
