Zhou Jinfeng said, let me first share the views of an American scholar who published an article after the floods in Pakistan last year. The article mentioned that the floods in Pakistan have caused great damage to the environment and displaced millions of people. He believes that this is not a natural disaster, but a man-made disaster, which is the direct result of the "stock" and "increment" of emissions in developed countries since the Industrial Revolution. If there is a court, the defendants are advanced industrial nations.
In the face of the current climate change crisis, we propose common but differentiated responsibilities, that is, everyone and every country has responsibilities, but developed industrial countries should shoulder more responsibilities. Because since the Industrial Revolution, developed countries have adopted an extensive development model for a long time, emitting a large amount of carbon dioxide and other greenhouse gases. In addressing the climate crisis, developed countries bear historical, legal and moral responsibilities for causing global warming.
While responding to the challenge of climate change, countries should not repeat the old path of industrial civilization, but should start a new development model with high technology and new thinking. In the global market of division of labor and cooperation, people hope to pursue a better life for all human beings at the lowest cost, but we not only need to use economic accounting, but also carbon accounting, which is what we call carbon balance. We have formulated the timetable, roadmap and construction drawings for the carbon neutralization of carbon peaks, which means that while actively reducing costs, improving efficiency and improving quality, we must also work hard to save energy and reduce carbon, and finally move towards sustainable development.
