CBCGDF BASE Recommends Expanding the Scope of Rabies Immunization and Compulsory Immunization for Dogs and Cats

On April 19, 2024, the Hebei Provincial Department of Agriculture and Rural Affairs issued a public notice to solicit public opinions on the Hebei Provincial Animal Epidemic Prevention Regulations (Revised Draft for Comments), China Biodiversity Conservation and Green Development Foundation Biology and Science Ethics Working Committee (CBCGDF BASE) actively responded to the call, organized discussions, and actively served scientific decision-making.

CBCGDF BASE recommends explicitly incorporating "One Health" to minimize the chance of zoonotic diseases.

Reason: Animal epidemic prevention needs to consider "One Health" because there is a close relationship between animals, humans and the environment. Animal diseases and pathogens may pose a threat to humans, such as the cross-species transmission of infectious diseases such as avian influenza. By following the "One Health" principle, animal disease monitoring, prevention and control can be strengthened to prevent the occurrence and spread of diseases and reduce the chance of zoonotic diseases. Ensuring the health and welfare of animals can reduce food safety risks and the spread of infectious diseases, thereby maintaining human health. In addition, animal breeding also have an impact on the environment, such as water pollution and land use. Therefore, considering the concept of One Health can promote sustainable agricultural production and environmental protection, and achieve the coordinated development of humans, animals and the environment.
