Why I Initiated “GuangCai Program” in 1994? ZHOU Jinfeng on Poverty Alleviation and SDG1 (No Poverty)

ZHOU Jinfeng, Secretary General of the China Biodiversity Conservation and Green Development Foundation (CBCGDF), recently accepted an interview with the media to answer questions about his original intention to enter the public welfare field of ecological and environmental protection, and his feelings and gains.

A: My full-time work in public welfare probably dates back to 1993, when China was in an important stage of rapid economic growth and opening up to the outside world. Public welfare undertakings were springing up like mushrooms after a rain. I had been thinking about on how to do a good job in public welfare field with Chinese characteristic to assist in economic construction and social development, and I have a long-standing idea in my heart: to work in poverty-stricken areas and help people to get rid of poverty. My determination to engage in public welfare undertakings should start from that year.

Q: When did you start your career in public welfare field? What is your original intention or opportunity to enter the public welfare field of ecological and environmental protection?

A: My full-time work in public welfare probably dates back to 1993, when China was in an important stage of rapid economic growth and opening up to the outside world. Public welfare undertakings were springing up like mushrooms after a rain. I had been thinking about on how to do a good job in public welfare field with Chinese characteristic to assist in economic construction and social development, and I have a long-standing idea in my heart: to work in poverty-stricken areas and help people to get rid of poverty. My determination to engage in public welfare undertakings should start from that year.

In the early 1990s, poverty alleviation was a relatively important topic. At that time, the Poverty Alleviation Office of the State Council was drafting the "National Eight-Seven Poverty Alleviation Plan" in which it mentioned: to concentrate manpower, material and financial resources, mobilize all sectors of society, and strive to achieve the goal of poverty alleviation for the 80 million impoverished rural population in China in about 7 years by the end of 2000. The action plan coincided with my ideas encouraging me to start specific planning and promotion work.

At the 2nd Standing Committee of the 7th National Federation of Industry and Commerce held in April 1994, in order to cooperate with the implementation of the " National Eight-Seven Poverty Alleviation Plan", 10 entrepreneurial standing committee members jointly proposed the “Guangcai Program initiative” of poverty alleviation and I am honored to be one of them. The initiative calls on private entrepreneurs to develop resources, set up projects, and train talents to help poverty-stricken areas get rich, narrow regional gaps, and promote common prosperity.

Through our efforts, the Guangcai Program has gradually received a positive response from across the country, and the Guangcai Program initiative has gradually been carried forward and accepted by society.

This is also the first time I have devoted myself wholeheartedly to public welfare. Although I did not have any income from this, seeing the recognition and support of Guangcai Prgram from more and more people, this satisfaction and happiness are unparalleled in other jobs.

With this experience, I began to try to carry out public welfare undertakings in different fields. One day in 2013, I received a phone call from HU Deping who invited me to do public welfare work. I readily agreed and came to the China Biodiversity Conservation and Green Development Foundation, starting another period of my public welfare career.
