Day 3: INC-5 Plenary Briefing | CBCGDF INC-5 Delegation Reports

From November 25 to December 1, 2024, the fifth session of the Intergovernmental Negotiating Committee for a Legally Binding International Instrument on Plastic Pollution, including Plastic Pollution in the Marine Environment" (INC-5) was held in Busan, South Korea. As an observer to the INC-5, the International Department of China Biodiversity Conservation and Green Development Foundation (CBCGDF) has sent the CBCGDF INC-5 delegation of 5 people to attend the meeting in Busan, South Korea.

Delegates from countries around the world gathered together to hold multiple in-depth discussions on the issue of international plastic pollution control. These meetings are to lay the foundation for the development of a legally binding international treaty to address the global challenge of plastic pollution. In the past few days, the contact groups and legal drafting groups have completed important phased tasks. Despite the tight time, all parties have shown flexibility and cooperation.

The negotiating chair pointed out that although the meeting has made some progress, the progress is slow. The contact groups need to submit substantive results before Thursday (November 28) to ensure that the legal drafting group and the plenary have enough time for deliberation. All parties need to focus on the most critical parts of the treaty as a priority and leave room for future diplomatic conferences and conferences of the parties to resolve complex issues.

The success of the negotiations depends on the cooperative spirit and flexibility of all countries. In the next few days, negotiators need to further speed up the pace, bridge differences, and take a solid step towards global plastic pollution governance.

This round of negotiations is an important step for the international community to develop a legal framework for plastic pollution, aiming to promote global concerted action to reduce the negative impact of plastics on the environment, health and economy. It is expected that the final treaty will cover a number of areas such as plastic product design, waste management, supply chain governance and capacity building, providing countries with a guiding framework and specific action plans.
