Day 1: Many Countries Emphasized Consensus | CBCGDF INC-5 Delegation Reports

On the morning of November 25, 2024, the fifth session of the  Intergovernmental Negotiating Committee to develop an international legally binding instrument on Plastic Pollution, including in the marine environment (INC-5) officially opened at the Busan Exhibition and Convention Center (BEXCO) in South Korea. As an observer to the INC-5, the China Biodiversity Conservation and Green Development Foundation (CBCGDF) INC-5 delegation is attending the meeting in Busan.

At the beginning of the fifth session of the Intergovernmental Negotiating Committee, the provisional agenda and rules of procedure were adopted.

The Chair of the INC-5 pointed out that during the INC recess, informal consultations with the heads of delegations have been carried out in various forms to promote the formulation of the treaty for consideration and adoption by the Conference of the Parties. During the consultations, I can clearly see that all member states have firm positions. In order to complete the negotiations within 7 days and ensure that the treaty is clear and enforceable, I, as the Chair, submit all informal documents, which are based on the views of various member states and the draft text. Time is precious, and I suggest that the best way is for everyone to discuss in their respective contact groups, using my informal documents as a starting point to promote this negotiation. Given the limited time, we must complete our work in an efficient and effective manner, so I suggest that the negotiations be divided into four contact groups, each led by two chairs. Contact Group 1 discusses plastic products and chemicals, exemptions, design and definitions, etc., chaired by Brazil and Germany. Contact Group 2 discusses the emission and release of plastic pollution, and just transition issues, chaired by Finland and Ghana. Contact Group 3 discusses financial issues, the establishment of financial mechanisms, capacity building, technical assistance and transfer, chaired by Australia and Palau. Contact Group 4 discusses the preamble, principles, international plans, education, research, health, and the capacity of the group institutions, chaired by South Korea and Antigua and Barbuda.

Delegations from various countries spoke one after another to express their positions and views.
