Compilation of Progress of Contact Group 1 | CBCGDF INC-5 Delegation Reports

From November 25 to December 1, 2024, the fifth session of the Intergovernmental Negotiating Committee for a Legally Binding International Instrument on Plastic Pollution, including Plastic Pollution in the Marine Environment (INC-5) was held in Busan, South Korea. As an observer to the INC-5, the International Department of China Biodiversity Conservation and Green Development Foundation (CBCGDF) has sent the CBCGDF INC-5 delegation of 5 people to attend the meeting in Busan, South Korea.

At 10 a.m. Seoul time on November 27, 2024, the INC-5 held in Busan, South Korea entered its third day, and the meeting process was gradually getting on track. The schedule of work on November 27, 2024 is as follows:

Contact Group 1 continued to discuss the content of the text on plastic products and chemicals. This discussion was chaired by representatives of Brazil and Germany. Representatives of each country that submitted an application had 5 minutes to make a proposal. Countries actively proposed around chemicals and product management. The representative of the United States proposed a control and correction mechanism for chemicals in plastic production, representatives of Canada and other countries focused on the restriction of specific chemicals, representatives of Turkey advocated action based on principles, representatives of the United Kingdom and other countries supported relevant methods and involved product identification and elimination, and representatives of Kenya proposed the compilation of an elimination list, etc.

Representatives of all parties discussed and integrated proposals in depth, balanced demands, and comprehensively considered various factors to reach a practical and broadly consensus plastic treaty, which effectively promoted the global plastic pollution governance process.
