Day 2: Contact Group 4 Continues to Discuss Objectives, Scope, Preamble, and Principles of the Draft Text | CBCGDF INC-5 Delegation Reports

The fifth session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-5) is being held at the Busan Exhibition and Convention Center (BEXCO) in South Korea. As an observer to the INC-5, the China Biodiversity Conservation and Green Development Foundation (CBCGDF) INC-5 delegation is attending the meeting on site in Busan.

At 10 a.m. on November 26, local time in South Korea, the fifth session of the Intergovernmental Negotiating Committee for the Plastics Treaty (INC-5) entered the second day of the agenda. The second and fourth contact groups discussed different contents in the instrument separately. The Contact Group 4 continued the discussion on the first day, continuing the discussion on the objectives, scope, preamble and principles of the draft text. In the morning session, representatives of various countries mainly proposed suggestions on the objectives and scope. The Contact Group 4 was hosted and coordinated by South Korea and Antigua and Barbuda.

In the discussion on the objectives, representatives of member states put forward their own views: for example, the appeal of biodiversity protection was added to the objectives. The goal of this instrument is to end plastic pollution, including plastic pollution in the marine environment, in order to protect human health and the environment. A representative proposed that the text should not be used to complement human health and biodiversity protection. The representative regarded ending plastic pollution as a prerequisite for protecting human health and the environment.

In general, the discussion at the contact group meeting was still slow and inefficient. All national representatives spoke in turn, and the chair selected opinions to supplement the original text, which took a long time. The discussion on the second day of the meeting was still behind schedule.
