CBCGDF-BCON Submitted 3 Recommendations on "Management Measures for Science Popularisation Bases in Shijingshan District, Beijing (Draft for Comments)"

The Science and Technology Commission of Beijing Shijingshan District has recently issued a notice on the public collection of opinions on the "Management Measures for Science Popularisation Bases in Shijingshan District, Beijing (Draft for Comments)" . On 25 March 2024, "Biodiversity Conservation in Our Neighborhood (BCON)" Working Group of China Biodiversity Conservation and Green Development Foundation (CBCGDF) responded positively to the call, and after careful study, CBCGDF submitted the following 3 proposals, to serve its scientific decision-making:




Recommendation 1: "Article 22 The naming of a district science base shall be cancelled if any of the following circumstances exists in the district science base":



* Failure to comply with the opening hours at the established opening hours;



Recommendation 2: Extend the regular opening hours to cater for the public after work and youth after school.


[Case Study] Many science and technology venues in western countries will have one or two days of extended opening at night to facilitate children and teenagers to participate in activities. For example, some museums have extended opening until 8:30pm on a specific day of the week (or a few days) to facilitate children, teenagers and the general public to participate in activities. In addition, there are some science museums that organise night-time activities at specific times. For example, the California Academy of Sciences (https://www.calacademy.org/hours-admission) is open 365 days a year until 10pm on Thursdays; and once a month, it organises the "Science at Night" event, which allows visitors to participate in science activities at night. Science at Night" is held once a month, allowing visitors to explore the science museum at night.



Recommendation 3: It is recommended that the number of "science and technology volunteers" and the number of service hours they provide should be one of the requirements for the declaration of "science popularisation bases", mainly for the purpose of making full use of social resources and enhancing the service level and influence of science popularisation bases.


(1) Helping to improve the quality of popular science services: science and technology volunteers usually have professional knowledge and skills, and can provide professional and targeted popular science services. They can teach scientific knowledge to the public through explanation, demonstration and experiment, and enhance the educational and interesting nature of popular science activities.


2) Be able to make full use of the social resources and talents from all walks of life to form a good culture of love for science among all people. Encourage children and secondary school students who have the ambition, curiosity and interest in science popularisation to actively try to act as volunteers, to learn knowledge through volunteering, and to stimulate the enthusiasm of children and teenagers in exploring science; welcome teachers and students who are interested in science popularisation and are studying or working in related professional fields to actively participate, and to act as volunteers in science popularisation in their spare time to serve the general public; and activate the "silver hair resources" to make full use of social resources and talent advantages of all walks of life to form a good culture of all people's love of science. It can also activate the "silver hair resources" and develop a large number of professional volunteers in science and technology for the elderly. As the trend of population aging intensifies, more and more elderly people with professional skills and knowledge are idle at home, but lack opportunities for professional volunteer services. Therefore, making science and technology volunteers and their service hours one of the requirements for declaration of science popularisation bases will not only make full use of these valuable resources and enhance the quality and scope of science popularisation services, but also stimulate the sense of social participation among the elderly and promote social mutual assistance and sharing.

(3) Helping to expand the scope of popular science services - By attracting the participation of more science and technology volunteers, science popularisation bases can expand the scope of their services to cover a wider range of people. Volunteers can participate in popular science activities at different locations and times, so that scientific knowledge can be more widely disseminated to different places such as communities and schools.


(4) In addition, it helps to improve the social image of science popularisation bases: the participation of science and technology volunteers can not only improve the service level of science popularisation bases, but also establish a good social image for them. With the support of science and technology volunteers, science popularisation bases will be more authoritative and attractive, attracting more public participation in science popularisation activities. Moreover, many science popularisation bases are actually strapped for funds and have public welfare attributes; then there is a greater need for the participation of science and technology volunteers.
