Shenzhen Enacts Park Legislation: Prohibit Feeding Wild Animals | CBCGDF BASE

On January 3rd, the Standing Committee of the 7th People's Congress of Shenzhen Municipality announced the adoption of the "Shenzhen Special Economic Zone Park Regulations", which will come into effect on May 1, 2025.

The "Regulations" highlight the public welfare nature of parks, requiring them to be open to the public, restricting enclosed management at boundaries, and stipulating that they must be open for no less than 12 hours each day. Additionally, the sale of tickets is prohibited unless approved by the municipal or district government.

The "Regulations" address issues such as park noise, pets, and camping. Currently, Shenzhen has 1,290 parks, with a per capita park green space area of 14.69 square meters and a coverage rate of 91% within a 500-meter service radius. The "Regulations" also explicitly prohibit feeding wild animals to protect their habitats and native lands, and to restrict activities that may disrupt the ecosystem.

Feeding wild animals can have negative impacts on their health and the ecosystem, potentially leading to a dependency on human feeding, which could result in the loss of hunting skills. The introduction of the "Regulations" is expected to regulate the interaction between humans and wild animals, especially in Shenzhen, an important area for migratory birds. The implementation of the "Regulations" is anticipated to enhance park management, standardize citizen behavior, protect wildlife resources, maintain ecological balance, and promote harmonious coexistence between humans and nature, serving as a model for other regions. With the enforcement of the "Regulations," Shenzhen's park system will be further improved, and the quality of life for its citizens is expected to increase.
