CBCGDF Legal Working Committee Put forward 19 Suggestions on the "Hazardous Chemicals Safety Law (Draft for Comments)"

Hazardous chemicals have dangerous characteristics such as flammable, explosive, toxic and harmful, and accidents can easily lead to serious consequences. The formulation of the Hazardous Chemicals Safety Law will provide an important legal guarantee for accelerating the modernization of the hazardous chemicals safety governance system and governance capabilities.



The 13th session of the Standing Committee of the 14th National People's Congress reviewed the "Hazardous Chemicals Safety Law (Draft)" and released the full text for public opinions.

The "Draft" has 9 chapters and 124 articles, and its main contents are: (1) Clarifying the overall requirements for the safety management of dangerous chemicals. (2) Strengthening and implementing the responsibilities of all parties. (3) Coordinating planning and layout, and strengthening the safety management of chemical parks. (4) Strengthening the safety management of the production and storage of dangerous chemicals. (5) Strengthening the safety management of the use of dangerous chemicals. (6) Strengthening the safety management of the operation of dangerous chemicals. (7) Strengthening the safety management of the transportation of dangerous chemicals. (8) Strengthening the construction of emergency rescue teams and capabilities.

The Legal Working Committee of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) attaches great importance to the draft, and after careful study, proposed 19 suggestions.
