The second draft of the National Park Law Soliciting Public Opinions | Welcome to Follow and Submit Suggestions
On December 21, 2024, the 13th session of
the Standing Committee of the 14th National People's Congress reviewed for the
second time the " National Park Law (Draft)". Starting from December
25, 2024, the second draft has entered the online public consultation phase.
During the first round of public comment
solicitation, the Biodiversity Conservation in Our Neighborhood Working Group
of the China Biodiversity Conservation and Green Development Foundation (CBCGDF)
proposed 17 suggestions, including suggesting to expand channels for public
participation, considering climate change factors, suggesting further
clarification of the standards and basis for reasonably determining the number
and scale of national parks, and increasing consideration for ecological
connectivity and biological corridors surrounding national parks.
During the second review on December 21,
2024, the Constitutional and Legal Committee of the National People's Congress
proposed strengthening the coordination between the central and local
governments, as well as between local governments for the management of
national parks; at the same time, it also suggested further strengthening the
support and protection for the construction of national parks, adding
regulations for strengthening the training of professional talent for national
parks, adding regulations for the legal protection of national park logos, and
clarifying that the preliminary work for the establishment of national parks by
provincial governments and the compensation funds related to wildlife damage in
national park areas should be subsidized by the central finance as stipulated.
The deadline for the public solicitation
on the second draft of the "National Park Law" is January 23, 2025.

mail opinions to the Legislative Affairs Commission of the Standing Committee
