Pu'er City Releases Comprehensive Technical Specification for Accounting of Green Economy and Total Ecosystem Product Value (GEP) | CBCGDF Participated In the Preparation

 On December 18, Pu'er City, Yunnan Province, officially released the Comprehensive Technical Specification for Accounting of Green Economy and Total Ecosystem Product Value (GEP) local standard. The release of this standard is another major achievement of Pu'er City since it was approved as a national green economy pilot demonstration zone in 2014.

 


Pu'er City is located in the southwest of Yunnan Province, with a superior ecological environment and rich natural resources. Around 2018, in order to protect the green mountains and clear waters of Pu'er City and promote the scientific development of Pu'er City's economy and society, the Pu'er Municipal Party Committee and Municipal Government proposed the strategic positioning of "Ecological City, Green Development", exploring a new way for border areas to develop a green economy based on their own advantages and accelerate modernization.

 

Since 2018, Pu'er City has implemented GEP simultaneous assessment every year, forming a good situation of dual accounting, dual operation and dual improvement of GEP and GDP for the city's social and economic development. In 2021, based on the previous practice and full exploration of green development, Pu'er Development and Reform Commission, together with the China Biodiversity Conservation and Green Development Foundation, the Ecological and Environmental Research Center of the Chinese Academy of Sciences, and the International Research Center for Big Data on Sustainable Development, established a technical specification drafting group to initiate the compilation of the Comprehensive Technical Specification for Accounting of Green Economy and Total Ecosystem Product Value (GEP) and apply for the establishment of a local standard project.

 

The research and preparation of Pu'er City's Comprehensive Technical Specification for Accounting of Green Economy and Total Ecosystem Product Value (GEP) took three years. This local standard is mainly divided into two parts, namely green economy value accounting and total ecological product (GEP) value accounting. In this technical specification, the scope, basic principles, evaluation system, evaluation methods, and evaluation data requirements of the comprehensive evaluation of Pu'er City's green economy and total ecological product (GEP) accounting are mainly stipulated. This technical specification can provide important support for incorporating ecological benefits into the economic and social development evaluation system and improving the development results assessment and evaluation system, and provide a scientific basis for establishing an ecological product value realization mechanism, carrying out regional ecological compensation, promoting natural resource asset audits, and compiling natural asset balance sheets.

 

Pu'er City has rich forest resources, advantageous water resources, and unique and diverse biodiversity resources. With the help of this technical specification, the ecological value of local natural resources can be accurately and in real time measured, the dynamic relationship between natural resource reserves and economic development can be measured, and regional green and sustainable development can be promoted.

In its future development, Pu'er City will, based on this technical specification, carry out innovative practices in green finance, ecological compensation, industrial transformation and other aspects, attract more social capital and talents to participate in green development, and provide other similar regions with a "Pu'er model" and "Pu'er experience" that can be used as a reference and replicated.
