New Regulations Released on Land Use for Photovoltaic and Wind Power, Projects Need More Attention for Synergy between Biodiversity and Climate Action

Recently, the Ministry of Natural Resources, the National Development and Reform Commission, and the State Forestry and Grassland Administration jointly issued the "Notice on Issuing the Guidance Catalogue for High-quality Development of Industries Supported by Natural Resource Elements (2024 Edition)". This policy document puts forward clear land use regulations for the development of green energy such as photovoltaic and wind power. These regulations point out the direction for the development of new energy, and also provide a clearer basis for the land use management of local governments, while showing the balance between promoting high-quality development of the industry and protecting the ecological environment.

 


The author believes that while encouraging development in the deep sea, we must recognize the complexity and fragility of marine ecosystems. While encouraging the use of deserts, Gobi and other areas for photovoltaic construction, we must do a good job in environmental impact assessment (EIA), especially the monitoring and evaluation of biodiversity.

 

There is no natural contradiction between green energy development and ecological protection, but synergy can be achieved. Project implementation requires strict environmental assessment, technological innovation to reduce ecological impact, and ensure information disclosure and public participation. The new regulations emphasize that green energy and ecological protection can enhance synergy, and through scientific planning and strict implementation, a win-win situation for energy transformation and biodiversity conservation can be achieved.
