Photovoltaic Construction Needs to Consider Biodiversity | CBCGDF Wind and Photovoltaic Working Group Issued a Statement on the "Distributed Photovoltaic Power Generation Development and Construction Management Measures (Draft for Comments)"

In order to further promote the healthy and sustainable development of distributed photovoltaic power generation, the General Office of the National Energy Administration issued a notice on 9 October 2024 to solicit public opinions on the "Distributed Photovoltaic Power Generation Development and Construction Management Measures (Draft for Comments)". In order to improve the science, operability and long-term environmental and economic benefits of the policy, based on careful research and discussion, the Wind and Photovoltaic Working Group of the China Biodiversity Conservation and Green Development Foundation now proposes the following. 


The following is [Suggestion 1]: It is recommended to include biodiversity and ecological protection goals in Article 1 [Purpose and Basis of Compilation].

In addition to "promoting the high-quality development of distributed photovoltaic power generation", it is recommended to add "on the basis of ensuring the protection of the ecological environment and biodiversity", so that the policy does not have a negative impact on the natural ecosystem while promoting energy transformation. This can help to better combine the development of distributed PV with environmental protection policies and lay the foundation for future sustainable development.
