CBCGDF Wind Power Working Group: PV Construction Needs to fully Consider Biodiversity | Administrative Measures for the Development and Construction of Distributed Photovoltaic Power Generation (Draft for Comments) | Policy Advisory

 


On October 9, 2024, the National Energy Administration issued a notice on the public solicitation of opinions on the "Administrative Measures for the Development and Construction of Distributed Photovoltaic Power Generation (Draft for Comments)" .


In order to improve the scientific and operability of the policy as well as its long-term ecological and economic benefits, based on careful research and discussion, the Wind Power and Biodiversity Working Group of China Biodiversity Conservation and Green Development Foundation (CBCGDF) put forward further optimization proposals to serve its scientific decision-making. The following is [Recommendation I]:


In Article 1 [Purpose and Basis of Preparation], it is suggested to add biodiversity and ecological protection objectives.


In addition to “promoting the high-quality development of distributed photovoltaic power generation”, it is recommended to add “on the basis of ensuring the protection of the ecological environment and biodiversity”, so as to ensure that the policy does not negatively affect the natural ecosystem while promoting energy transformation. This can help to better integrate Distributed Photovoltaic Power Generation with ecological protection policies, laying the foundation for sustainable development in the future.







Here are the reasons:

(1) The construction and operation of PV power plants will have a certain impact on the local ecological environment.


(2) Biodiversity is a valuable genetic resource, harboring great economic and social value. Protecting biodiversity helps to develop new medicines, crops, etc. The CBCGDF Working Group on Wind Power and Biodiversity suggests that during the development and construction of distributed photovoltaic (PV) power generation, full consideration must be given to the protection of biodiversity and corresponding measures must be taken in order to achieve a balance between economic development and ecological protection.


(3) Reflections of PV panels and large-scale PV power plants may cause disturbance to birds and insects, especially during flight and migration, and birds may mistake PV panels for bodies of water (“PV lake effect”).


(4) Policy Basis: On January 11, 2021, the Ministry of Ecology and Environment issued an official document repeatedly emphasizing the need to promote synergies between biodiversity conservation and action to address climate change. At the end of 2022, at CBD COP15, China's leaders proposed the need to “promote green development through biodiversity conservation “.
