Ministry of Ecology and Environment: Strengthening Environmental Protection for Wind Power and Photovoltaic Power Generation Projects | CBCGD Adopted Suggestions Have Shown Achievements

In recent years, the "dual carbon" (carbon peak and carbon neutrality) goals have promoted the rapid development of new energy projects represented by wind power and photovoltaic power generation. Photovoltaic power generation and wind power installed capacity have surpassed hydropower to become the second and third largest power sources. While promoting the clean and low-carbon transformation of the energy industry, the impact of wind power and photovoltaic power generation construction projects on the ecological environment has gradually changed from single to comprehensive, regional and complex. The project layout is increasingly close to environmentally sensitive areas such as biodiversity protection priority areas, ecological and environmental fragile areas, and densely populated areas. The noise, light and shadow flickering, solid waste and other comprehensive environmental pollution problems need to be paid great attention.

In order to protect biodiversity, correctly handle the relationship between high-quality development and high-level protection, and help build a beautiful China, the Policy Research Department of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) sent a letter to the Ministry of Ecology and Environment as early as 2021, suggesting that the biodiversity impact assessment of wind power and photovoltaic base projects be strengthened, and put forward specific suggestions from three aspects: First, strictly implement the one-vote veto system for project construction environmental protection; Second, biodiversity survey and assessment should be an important part of the environmental impact assessment of wind power and photovoltaic base construction projects; Third, strengthen the supervision of wind power and photovoltaic base construction projects.
