CBCGDF Volunteer’s Creativity from Black Bear Conservation Area Inspires Life-Saving "Emergency Shelters"
On January 5, 2025, CCTV's "Morning News" featured a report on the construction of "Emergency Shelters" in the Northeast Tiger and Leopard National Park as a response to emergencies involving wild animals.
In
fact, as early as June 2024, due to repeated encounters between black bears and
humans around Hu Kai Mountain in Songfengshan Town, Acheng District, Harbin
City, Hua Qiu, a volunteer at the Harbin Black Bear Conservation Area of the
China Biodiversity Conservation and Green Development Foundation (CBCGDF),
proposed to the local government departments to "select a safe area to
temporarily build a safe zone or safety pavilion with a risk avoidance
function."
Following
this, with the creativity and guidance of volunteer Mr. Hua Qiu, the
Songfengshan Town government transformed a forest ranger's cabin into a
mountain safety house for people going up the mountain to use for emergency
evacuation in case of encounters with wild animals such as black bears.
On
August 9, 2024, Mr. Hua Qiu, a volunteer from CBCGDF, was invited to the Shanhe
Forest Farm in Songfengshan Town to further discuss with officials from the
Municipal Forestry and Grassland Bureau, the District Forestry and Grassland
Bureau, Songfengshan Town, and the Shanhe Forest Farm the issues of black bear
origin and frequent human-bear encounters that concerned the public, and
offered more detailed suggestions on prevention and control measures.
Subsequently,
Mr. Hua Qiu also produced a brochure on black bear protection and avoidance of
human-bear conflicts into a short video, which was widely disseminated through
online media. At the same time, the CBCGDF's Black Bear Conservation Area and
the Shanhe Forest Farm respectively produced warning signs, placing them at the
entrances to the mountain paths to alert people entering the mountains of the
presence of bears.
