ZHOU Jinfeng Signed the Open Letter on the Development, Security and Governance of Artificial Intelligence

On July 23, 2024, at the invitation of Garry Jacobs, President of the World Academy of Art and Science (WAAS), Dr. ZHOU Jinfeng, Secretary-General of the China Biodiversity Conservation and Green Development Foundation (CBCGDF), a Fellow of the WAAS, signed an open letter to H.E. Mr. PHILÉMON YANG, President of the 79th United Nations General Assembly, on the Development, Security and Governance of Artificial Intelligence.

The open letter was jointly initiated by international scientific institutions, including The Millennium Project, World Academy of Art and Science (WAAS), World Federation of Future Studies (WFFS), and the Association of Professional Futurists.

This letter expresses our deep concern about the safety of current and potential developments and applications of Artificial Intelligence, and their potential consequences to humanity. It states that a universal consensus should be strongly supported to establish a multi-stakeholder, multilateral governance system for AI to guide its development, regulate its application, and monitor its consistency with human rights and peoples well-being in the long term.

The letter appeals to drive towards an agreement in this regard by the United Nations at the next meeting in September, adopting a Resolution to create a committee of the willing to draft a UN Convention on AI with two sections – one on ANI and one on AGI – which could lead to the creation of a specialized Agency for the governance and safe development of Artificial Intelligence in all its forms.
