The "China Noise Pollution Prevention and Control Report (2024)" Released Jointly by the Ministry of Ecology and Environment and 13 other Ministries Bring Several New Directions | CBCGDF Legal Working Committee

Recently, the Ministry of Ecology and Environment, in conjunction with 13 other ministries and units, issued the "China Noise Pollution Prevention and Control Report (2024)". The report objectively reflects the current state of noise pollution in China, summarizes the noise pollution prevention and control work of 2023, aims to raise public awareness of noise pollution, and establishes a noise pollution control system led by the government, coordinated by departments, with enterprises as the main body, and the participation of social organizations and the public, ultimately achieving the goal of effectively controlling noise pollution.

 


The report is divided into seven parts, starting with an introduction to the national noise situation, then introducing the six major directions of noise pollution prevention and control system capacity building, detailing the specific situations of industrial noise, construction noise, transportation noise, and social life noise, and proposing specific prevention and improvement measures in combination with the current situation, finally, proposing to build a new pattern of social co-governance.

 

The Legal Working Committee of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) focuses on the following contents in the report:

 

In the first part of the report "National Noise Status", the monitoring data of the urban sound environment functional areas in China show that the number of automatic monitoring sites in 2023 accounts for about 8.7% of the total number of sites, and there is a large gap in the deployment of automatic monitoring sites across the country. In 2023, only six cities including Beijing, Shanghai, Shenzhen, Haikou, Chongqing, and Yinchuan completely used automatic monitoring, and the distribution range of automatic monitoring in urban areas is relatively small. There is a lot of room for improvement in the deployment and application range of automatic monitoring sites across the country.

 

In the second part of the report, it is shown that by the end of 2023, a total of 23 provinces and cities across the country have issued and revised local regulations related to noise pollution prevention and control. However, only Guizhou Province, Yinchuan City, and Chongqing City have established special regulations or measures for noise pollution prevention and control. There is still a lot of legislative space for localities to formulate special noise prevention and control regulations to prevent noise.

 

In addition, there is a huge gap between the number of industrial enterprises included in the key noise pollution discharge units and the number of industrial enterprises included in the pollution discharge permits. By strengthening the identification of key noise pollution discharge units, the awareness of noise pollution risk prevention of enterprises can be further improved, and the risk of noise pollution by enterprises can be reduced.

 

Noise pollution has gradually become a concern to the public. However, the prevention and control of noise cannot rely solely on the government's efforts. Noise prevention and control require the joint efforts of enterprises, social organizations, and the public to achieve efficient and lasting results. The Legal Working Committee of the Green Development Foundation hopes that the public will pay attention to the report, understand the current situation of noise pollution and control, explore the application of noise maps, reduce noise pollution, and return tranquility to nature.
