CBCGDF Legal Working Committee Recommends that Beijing Issue the "Plastic Pollution Control Regulations" to Promote Plastic Pollution Control

In response to the growing global concern over plastic pollution, with approximately 400 million tons of plastic waste generated annually and less than 10% being recycled, the "Global Plastics Treaty" negotiations are underway. To enhance the management of plastic pollution in Beijing, the Beijing Municipal Development and Reform Commission and the Beijing Municipal Ecology and Environment Bureau jointly issued the "Beijing Municipal Plastic Pollution Control Action Plan (2020-2025)" in December 2020. This plan has played a positive role in controlling the leakage of plastic waste into the environment and reducing the use of non-degradable single-use plastic products, thus contributing to the green development of Beijing.

 


However, there is still room for improvement, particularly in the governance of plastic roll bags used in the wholesale and retail industry. Currently, there is no significant progress in restricting the use of plastic roll bags or charging a separate fee for them, leading to their overuse in many shopping malls, supermarkets, and farmer's markets.

 


The Legal Working Committee of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) suggests that Beijing should introduce regulations such as the "Beijing Municipal Regulations on the Prohibition and Restriction of Non-degradable Single-use Plastic Products" or formulate the "Beijing Municipal Plastic Pollution Control Regulations" to implement the strictest possible ecological and environmental protection systems. This would provide legal protection to consolidate and improve the ecological environment quality of Beijing.
