CBCGDF Submitted 3 Suggestions to NDRC | Measures for Energy-Saving Review of Fixed Asset Investment Projects (Draft for Comments)

 


The National Development and Reform Commission (NDRC) has recently issued an announcement on soliciting comments on the Measures for Energy-Saving Review of Fixed Asset Investment Projects (Draft for Comments), and China Biodiversity Conservation and Green Development Foundation (CBCGDF) has already submitted 3 Suggestions. Specific recommendations are as follows:

Recommendation 1: For the part of [Chapter 1 General Provisions]: "It is recommended to add relevant contents in Chapter 1 for the purpose of deeply implementing President Xi Jinping's thought on ecological civilization, comprehensively implementing the goal of carbon peaking and carbon neutrality, and promoting green and low-carbon development".


Recommendation 2: It is recommended that the scope of application of "Energy-saving reviews" be expanded.


At present, the scope of application of the "Energy-Saving Review" in the Draft is still mainly focused on fixed asset investment projects, and focuses on energy consumption and energy efficiency improvement.


It is recommended that the coverage of the energy-saving review be further expanded, especially in the following aspects:

First, the energy efficiency review should cover the energy use and carbon emissions of the whole life cycle of the project, so as to comprehensively assess the energy efficiency and carbon emission performance of the project.


Second, for projects involving the construction sector, it is recommended that "green building standards" be included in the scope of the review. These standards may include indicators such as water conservation, material conservation, light pollution reduction, ecological protection, biodiversity friendliness, etc., so as to enhance the overall sustainability of buildings. In addition, for new infrastructure projects such as smart cities and intelligent transportation, the energy efficiency review can make use of smart technologies to optimize energy management, thus further improving the energy efficiency of these projects. This will ensure that the energy-saving review not only adapts to the requirements of traditional projects, but also provides a guarantee for the sustainable development of new projects.


Recommendation 3: It is recommended that the content of "carbon market" be added to emphasize the linkage between the energy-saving review and the carbon market.


Reason: With the gradual development of China's carbon market, the energy-saving review should be closely integrated with the carbon market mechanism, so as to promote energy saving and emission reduction of the project by market-oriented means. Energy-saving reviews can use the carbon market as an important tool. For projects with high energy consumption and carbon emissions, they are required to offset excessive carbon emissions by participating in carbon trading, such as purchasing carbon quotas or carbon credits. This will not only effectively promote energy-saving in high energy-consuming projects, but also promote the activeness of the carbon market. In addition, carbon costing can be incorporated into project feasibility study reports during the review process, so as to motivate high-energy-consuming industries to take energy-saving measures more actively by quantifying the economic benefits of energy saving and emission reduction.
