To Support the High-quality Development of Energy, CBCGDF Proposed 26 Suggestions on the Energy Law (Second Draft for Comments)

Energy, as an important resource for human social life and economic development, is the basis for ensuring economic growth and national development. However, with the increasing demand for fossil fuels, non-renewable energy sources based on fossil fuels are facing the risk of depletion. The process of using a large amount of fossil energy will have a negative impact on the environment; the mining process may also damage the local ecology. The development of science and technology has promoted the use of clean energy such as solar energy, wind energy, bio-based energy, and nuclear energy, alleviated the tight supply of fossil energy, and laid the foundation for the development and utilization of renewable energy.

In order to ensure the safe, efficient and sustainable use of energy and promote the green and low-carbon transformation of the economy and society, the formulation of the Energy Law has been put on the agenda. On April 26, 2024, the National People's Congress website announced the "Energy Law of the People's Republic of China (Draft for comments)" and solicited public opinions. The Legal Working Committee of CBCGDF attached great importance to it and submitted a number of suggestions, some of which were adopted. On September 13, the National People's Congress website announced the "Energy Law (Second Draft for comments)" and has been soliciting public opinions. After careful study, the Legal Working Committee of CBCGDF put forward 26 revision suggestions, aiming to contribute to the sustainable development of energy.
