On April 26, 2024, the Energy Law of the People's Republic of China (Draft) was released to the public for comments. The Legal Working Committee of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) proposed a number of amendments to the Draft.
On September 13, 2024, the National People's Congress website published the Request for Public Comments on the Energy Law (Draft for Second Deliberation). After comparison, the suggestion of the Legal Working Committee of CBCGDF to add a "reward clause", namely "the people's government shall reward units and individuals who have made outstanding achievements in protecting national energy security, promoting technological innovation, and saving energy", was adopted.
Regarding this legislative consultation, the Legal Working Committee of CBCGDF will continue to carefully understand the legislative intent, focus on the strategic deployment of national energy security and the "dual carbon" goals and tasks, conduct careful research, put forward relevant suggestions, and look forward to further improvement of the "Second Draft" in terms of information disclosure, public participation, and media supervision.
