CBCGDF-BASE Submitted 2 Suggestions: Emphasizing Ethics in Science and Technology for Green and Sustainable Development | Guidance on Promoting High-Quality Development of the Data Industry (Draft for Comments)

The National Data Bureau issued an announcement on September 27, 2024 about soliciting opinions from the public on Guidance on Promoting High-Quality Development of the Data Industry (Draft for Comments). The Working Committee on Bio- and Science Ethics of CBCGDF (CBCGDF BASE) responded positively to the call, and, after careful study, submitted 2 suggestions for reference in its scientific decision-making. The recommendations are as follows:

Recommendation 1: The word “ethics” is currently missing from the full text. It is recommended to strengthen the ethical framework and social responsibility, including ethical review mechanisms for data use, as well as transparency and accountability, and to ensure multi-stakeholder participation in the formulation and implementation of data industry policies.

----

Recommendation 2: Currently, there is no mention of “green”, “sustainable”, “clean energy”, etc. in the full text. It is suggested to include them so that the document can help promote sustainable development and green data industry, and make the data industry an engine of sustainable development.

Sustainable development has become a global consensus, and the data industry, as an important part of the modern economy, should actively support and realize the Sustainable Development Goals (SDGs). Therefore, the high-quality development of the data industry has to be combined with sustainable development to promote the harmonious coexistence of economy, society and environment.

Incorporating “green”, “sustainable” and “clean energy” into the development strategy of the data industry is not only a response to the global sustainable development trend, but also an important way to enhance industrial competitiveness and reduce environmental risks. It is also an important way to enhance industrial competitiveness and reduce environmental risks. These elements are indispensable for promoting the high-quality development of the data industry and helping to realize a win-win situation in terms of economic and ecological benefits.
