CBCGDF Low-Carbon Workshop: To Focus on Green Development and Encourage Street Stall Economy | Foreign Trade Law (Draft for Comments)

The Department of Treaty and Law of the Ministry of Commerce of the People's Republic of China issued a notice on soliciting public opinions on the Foreign Trade Law of the People's Republic of China (Draft for Comments) in September 2024. The Low Carbon Workshop Working Group of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) actively responded to the call, organized serious research, and put forward 3 suggestions for reference for scientific decision-making. The suggestions are as follows:

 

(I) It is recommended to add content on "green development". Not only should we focus on promoting the healthy and high-quality development of the private economy, but in the current context of ecological civilization, we should also focus on promoting the green, low-carbon, environmentally friendly and sustainable development of the private economy.

(II) It is recommended to encourage street stall economy and implement tax exemption policies for small enterprises engaged in garbage recycling to stimulate market vitality, to provide fiscal and tax policy support, as well as institutional and legal support for street stall economy. Encourage the implementation of policy support such as exemption from registration and tax exemption for economical roadside stalls such as waste recycling and repair stations to promote sustainable use.

(III)It is recommended to encourage re-employment of the elderly and activate "silver resources", provide a good "re-employment" and "re-employment" environment for the elderly to continue to shine, encourage diversified economic forms, and increase market vitality.
