Occupying Peat Swamp Wetlands Costs 600 Yuan Per Square Meter! Heilongjiang Imposes Wetland Restoration Fees to Protect Wetland Ecology

In the summer of 2024, the Heilongjiang Provincial Government announced that it would formally levy a wetland restoration fee to strengthen wetland protection, promote ecological restoration, and ensure the stability of the northern ecological security barrier. Heilongjiang Province is rich in wetland resources, with a total area of 5.143 million hectares, accounting for 10.9% of the province's land area, ranking third in the country. These wetlands play an important role in conserving water resources, regulating climate, improving the environment, and maintaining biodiversity, so they are known as the "kidneys of the earth."

According to the news released by the Heilongjiang Provincial Department of Finance, the collection of wetland restoration fees will begin on July 1, 2024 and last until June 30, 2029.

To further refine the policy, the Heilongjiang Provincial Department of Finance and the Provincial Forestry and Grassland Bureau jointly formulated the "Implementation Rules for the Payment and Use Management of Wetland Restoration Fees in Heilongjiang Province"

According to the detailed rules, units occupying important wetlands shall pay a wetland restoration fee of 200 yuan per square meter, while units occupying peat swamp wetlands shall pay a fee of 600 yuan per square meter.

The introduction of this policy marks an important step forward for Heilongjiang Province in wetland protection and ecological restoration. The collection of wetland restoration fees is not only an economic regulation measure for the occupation of wetlands, but also an important measure to promote wetland restoration and ecological protection. It is expected that in the next five years, this policy will provide strong support for the construction of Green Heilongjiang and promote the province's wetland protection work to a new level.

The implementation of the wetland restoration fee will effectively promote the protection and restoration of wetlands across the province and help achieve green development goals. It is reported that this will not only help protect and, to some extent, restore the wetland resources in Heilongjiang Province, but will also contribute to the ecological security of the entire northern region and to slowing down the trend of rapid loss of biodiversity.
