MA Yong Talks about Environmental Regulation and Penalties | Webinars around the Earth – "Why Do We Need Green Rights?"
On
April 21, 2024 of the World Earth Day, Mr. MA Yong, Deputy Secretary-General of
the China Biodiversity Conservation and Green Development Foundation (CBCGDF), was
invited to give a keynote speech at the Webinar"Why Do We Need Green
Rights?" jointly organized by Green Rights Coalition and the Biodiversity and Green Foundation (BAG).
At the meeting, Mr. MA gave a keynote speech titled " Promoting the Construction of a Healthy and Beautiful China by Strengthening the Protection of Environmental Rights and Interests" ", after which he answered the question from Pierre Manory: Can the public have access to the beautiful environment without any barriers? How are environmental regulations and penalties implemented if environmental damage occurs?
Mr.
MA said, from a national institutional level, the Chinese people are the
masters of their own country, so there is no difference in the protection of rights
and interests. At the strategic level of pollution prevention and control, in
recent years, China has proposed three important battles against pollution -
the battle against air pollution, the battle against soil pollution, and the
battle against water pollution, aiming to provide the public with fresh air,
healthy land, and clean water. This is the most basic guarantee. There is no
difference in environmental rights among the public in terms of environmental
regulation or judicial protection. Therefore, this is a general right for the
public.
When
some illegal acts occurred, the environmental administrative regulatory agencies
shall conduct investigations and dealt with them in accordance with the law.
Law enforcement officers can forcibly detain the equipment and facilities on
the spot for behaviors that cause significant damage to the environment and are
egregious violations of the law. After years of crackdown on environmental
crimes, the situation has been significantly improved, and serious
environmental damage incidents are very rare.
