HE Xuzhong: The Necessity and Feasibility of NGOs Participating in Cultural Heritage Public Interest Litigation | Speeches in the Seminar on Public Interest Litigation for Cultural Heritage Protection

In order to promote Chinese history, culture and the fourth civilization, explore the use of environmental public interest litigation to promote cultural heritage protection, China Biodiversity Conservation and Green Development Foundation (CBCGDF) and other organizations successfully held a Seminar on Public Interest Litigation for Cultural Heritage Protection on the afternoon of April 18th, 2024.

 

Mr. He Shuzhong, former inspector of the Department of Policies and Regulations of the National Cutural Heritage Administration and initiator of Beijing Cultural Heritage Protection Center, has pointed out that it is natural for NGOs to participate in the protection of cultural heritage, which can fill the gap of authorities’ insufficient professional capabilities. It will not only protect the culture, but also enhance social responsibility awareness and national cultural diversity, and it is also beneficial for the standardization and development of the organization itself. At the same time, the participation of social organizations in public interest litigation also has some positive factors.

 

Since 2015, CBCGDF have taken protective measures against the millennium old village of Magu Village in Zhengzhou, Henan Province through environmental civil public interest litigation, which has had positive social effects and pioneering the protection of cultural heritage in China through environmental public interest litigation. As of 2021, CBCGDF has initiated seven environmental public interest litigation cases to protect cultural heritage, covering various types of immovable cultural relics in the Cultural Relics Protection Law, and achieved brilliant results.
