CBCGDF BASE Submits 6 Suggestions for the "Guangdong Province Science and Technology Innovation Regulations (Revised Draft for Comments)"

The Administrative Regulations Office of the Legislative Affairs Committee of the Standing Committee of the Guangdong Provincial People's Congress recently issued a notice to solicit opinions from all walks of life on the "Guangdong Province Science and Technology Innovation Regulations (Revised Draft for Comments)"to promote the democratization and openness of local legislation. The Biological and Scientific Ethics Committee of the China Biodiversity Conservation and Green Development Foundation (CBCGDF BASE) actively responded to the call, organized discussions, and actively served scientific decision-making. After careful study, a total of 11 opinions and suggestions were put forward. The following are first 6 recommendations.

1. To emphasize strengthening support for basic research in Article 1.

2.To add to Article 3 [Basic Principles]: Encourage cooperation between different types of innovation entities.

3.In the [Government Responsibilities] section, it is recommended to add promoting international cooperation in science and technology.

4.In Article 5 [Department Responsibilities], it is recommended to add strengthening intellectual property protection.

5. In Article 6 [Technology Innovation System], it is recommended to add creating a more attractive talent environment.

6. In Article 7 [R&D Investment System], it is recommended to add, using science and technology to address social challenges.
