In November 2022, the National Energy Administration (NEA) issued a notice on Measures for the Administration of Development and Construction of Photovoltaic Power Plants to regulate the management of photovoltaic power plant projects and promote the orderly and healthy development of the photovoltaic power generation industry. According to the transcript of the second quarter of 2024 press conference of the National Energy Administration, in the first quarter of 2024, the national photovoltaic power generation capacity was 161.8 billion kilowatt-hours (kWh), a year-on-year increase of 42 per cent.

According to the survey, the operation of photovoltaic projects can negatively impact biodiversity. For example, reflections from PV modules affect birds; PV modules affect plant diversity, which is highest in the unshaded area of the PV modules, second highest in the shaded area, and lowest in the peripheral area; and used batteries, spare parts, and waste oils that are replaced during the operation of PV power plants hurt local plants and organisms.
