CBCGDF Submitted 8 Proposals for the "Marine Environmental Protection Law (Revised Draft)"

 The public solicitation of opinions on the legal text of the second review document of China's "Marine Environmental Protection Law (Revised Draft)" is still in progress. This is the second public solicitation of opinions this year for the revision of the Law.

In 1982, the national "Marine Environmental Protection Law" was passed by the 24th meeting of the Standing Committee of the Fifth National People's Congress, and promulgated by the National People's Congress in August 1982 for implementation. Since then, the law has been amended in 1999, 2013, 2016 and 2017. On June 26, 2023, the "Marine Environmental Protection Law (Revised Draft)" was once again submitted to the third meeting of the Standing Committee of the National People's Congress for a second review.

In January 2023, the China Biodiversity Conservation and Green Development Foundation (CBCGDF) Research Office participated in the proposals for the "Marine Environmental Protection Law (Revised Draft)". On the basis of having submitted a total of 28 revision suggestions, CBCGDF recently aimed again at the legal text of the second public solicitation of opinions within this year, and put forward 8 revision proposals, including "publicizing the national marine ecological environment protection plan", adding "the state encourages marine ecosystems to carry out natural capital accounting", "strengthening the monitoring of migratory bird migration and sea-related habitats", and suggesting the merger of "the preparation and organization of the major marine oil spill emergency response plan", to promote the protection of marine ecology by the state and society.
