Urban Renewal Raises Concerns about "Green Space Protection", Local Residents Write to Reflect | CBCGDF Policy and Law Department Following

Recently, a report titled "Green space in the Park becomes residential area? Huangpu No. 1 renovation plan raises doubts" in Southern Metropolis Daily reflects that in the implementation plan of the second phase of Huocun Old Village Renovation Project in Huangpu District, Guangzhou, the land named "Fat Pig Villa" is planned as Class II residential land and Class II residential compatible commercial land, which is inconsistent with the park green land nature planned for the corresponding land in the control detailed planning such as "Revision of Guangzhou Luogang Control Detailed Planning (Partial)" and "Revision of Control Detailed Planning for Land Use Improvement in Guangzhou Development Zone East District and Yonghe East District". The land nature of the land involved in the control detailed planning is different from the land nature of the implementation plan of the old village renovation project, which has aroused local residents' doubts about the legality of the land use planning of the implementation plan of the old village renovation project.

 




One of the major disputes is that the "Fat Pig Villa" land plot shows no continuous forests and no ancient trees and famous trees within the scope of the project survey in the overall survey results of the implementation plan of the old village renovation project. However, the Policy Research Office of the China Green Development Foundation received feedback from local residents, saying that from the high-rise buildings of the community next to the plot in question, it can be seen that the forest is continuous, and many lychee trees in the plot in question are suspected to be ancient trees, and they believe that they should be identified. It is reported that during the public announcement period, many residents around the plot in question complained about the implementation plan and had doubts about the investigation plan and the nature of the plot. The response of the relevant government departments did not fully resolve the residents' doubts; the residents' request for identification of trees suspected of being ancient trees also encountered the dilemma that "only the owner of the tree can apply for identification", but the owner of the tree cannot be determined.

 

The Policy and Law Department of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) will continue to pay attention to this incident, and also expects the relevant departments to actively respond to the concerns of residents, promote the resolution, and maintain the ecological environment.
