CBCGDF-OceanWetlands submitted 5 suggestions @Beijing Municipal Commission of Urban Management | "Beijing Snow & Ice Plowing Work Plan (Pilot)" (Draft for Comments)

 


The Beijing Municipal Commission of Urban Management issued a public notice in October 2024 to solicit public opinion on the "Beijing Snow & Ice Plowing Work Plan (Pilot)" (Draft for Comments), which is a positive step forward in promoting Beijing's low-carbon and green development. The OceanWetlands Group of China Biodiversity Conservation and Green Development Foundation (CBCGDF) has responded positively to the call for comments and, after careful study, has submitted 5 suggestions. 

Recommendation 1: Enhance low-carbon and environmental protection measures. It is recommended to increase the number of pilots of alternative snow-melting methods; different environmentally friendly alternative materials can be piloted in different regions, and a feedback mechanism can be established to accumulate practical data under Beijing's climatic conditions. In addition, the optimization of Snow melting agent formulations can be attempted. 


Recommendation 2: Refine the management and monitoring mechanism. It is recommended that consideration be given to focusing on the following aspects: First, setting up a dynamic monitoring system. The second is to set up an effectiveness evaluation system for different regions and methods. Third, doing a more comprehensive assessment of Snow melting agent pollution to provide data support for subsequent improvement.


Recommendation 3: Strengthen the sustainability and incentive mechanism of social force participation. 1) establish an incentive mechanism for community volunteers; 2) cooperate with schools to promote the concept of “environmentally friendly snow removal”; 3) adopt diversified publicity methods.


Recommendation 4: Innovate operational methods to ensure both effectiveness and efficiency.


Recommendation 5: Extend the consultation period to 30 days.
