INC-5 Negotiations Failed to Finalized the "Plastic Treaty" Text as Scheduled, 2025 to Continue | CBCGDF INC-5 Delegation Reports

From November 25 to December 1, 2024, the fifth session of the Intergovernmental Negotiating Committee for a Legally Binding International Instrument on Plastic Pollution, including Plastic Pollution in the Marine Environment" (INC-5) was held in Busan, South Korea. As an observer to the INC-5, in order to actively participate in the global plastic pollution governance, the International Department of China Biodiversity Conservation and Green Development Foundation (CBCGDF) has sent the CBCGDF INC-5 delegation of 5 people to attend on site the meeting in Busan, South Korea.

On December 2, 2024, after two years of negotiations, representatives from 200 different countries were supposed to reach a landmark international instrument on global plastic pollution and plastic governance. However, the negotiations ultimately failed to reach a final text of the agreement as scheduled due to the large differences in the positions of various countries. Although more than 100 countries have expressed support for addressing the plastic problem from the source, a few oil-producing countries hope that the agreement will only focus on plastic waste disposal, which has led to the fact that countries have not yet reached an agreement on the framework of the agreement.

On the afternoon of December 1, Ambassador Luis Vayas Valdivieso, INC Chair, released a revised text that is expected to serve as the basis for the agreement, but the text still has differences on many controversial issues, such as setting a cap on plastic production, managing plastic products and hazardous chemicals, and providing financial support to developing countries. As some negotiators and observers had feared, this round of negotiations eventually reached an impasse and was forced to add an additional session to continue negotiations in 2025.

The parties still had great differences on the basic scope of the treaty and could only agree to postpone key decisions and resume negotiations at the INC5.2 in 2025. The agreement is expected to become the most influential agreement on environmental protection and addressing climate warming emissions since the 2015 Paris Climate Agreement.
