Countries Fail to Reach Agreement in UN Plastic Negotiations

The fifth session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-5), took place from 25 November to 1 December 2024 at the Busan Exhibition and Convention Center in Busan, Republic of Korea.

INC-5 was supposed to be the last. But countries failed to reach agreement on Monday. More than 100 nations wanted to cap production, while a handful of oil producers were only willing to target plastic waste.

Countries remained far apart on the basic scope of a treaty and could only agree to postpone key decisions and resume talks, known as INC-5.2, at a later date.

China Biodiversity Conservation and Green Development Foundation (CBCGDF) sent the delegation to attend the INC-5. CBCGDF will continue to follow up on the negotiation.
