INC-5 Is Halfway Through, But Progress Is Slow! | CBCGDF INC-5 Delegation Reports
From November 25 to December 1, 2024, the fifth session of the Intergovernmental Negotiating Committee for a Legally Binding International Instrument on Plastic Pollution, including Plastic Pollution in the Marine Environment" (INC-5) was held in Busan, South Korea. As an observer to the INC-5, in order to actively participate in the global plastic pollution governance, the International Department of China Biodiversity Conservation and Green Development Foundation (CBCGDF) has sent the CBCGDF INC-5 delegation of 5 people to attend on site the meeting in Busan, South Korea.
Today is November 29, 2024. At present, the entire meeting is halfway through. At nearly 4 pm local time in Seoul, South Korea on Friday, November 29, 2024, the Secretariat of the Intergovernmental Negotiating Committee (INC) of the United Nations Environment Programme (UNEP) sent the latest notification email:
The meeting of heads of delegations will be held at 7:00 pm local time on November 29, and the meeting is open to heads of delegation +1. There will be no plenary meeting on November 29, 2024. Please note, delegates, the contact groups have completed their work on the evening of November 28, 2024, and no contact group meetings will be held. The upload time of documents submitted during the session ends synchronously with the contact group, and no documents submitted during the session will be accepted.
Looking back on the past 4 days, the entire progress has actually lagged from the first day, and progress has been slow over the past few days. On the one hand, the representatives of various countries have great differences and need a lot of time to express their respective views and positions, and it is very difficult to reach a consensus; on the other hand, the Bureau’s control over the entire conference process is also relatively weak. In addition, the public briefing originally scheduled for November 29 is said to have been squeezed out due to the postponement of other sessions. It was temporarily cancelled.
Many media, including the Secretariat and the INC Chair , have previously suggested that this Busan meeting may be the most important one, because it is very likely that the final draft of the "Plastic Treaty" will be completed in Busan. But now it seems that it is difficult to complete this arduous task this weekend.
The fifth session of the Intergovernmental Negotiating Committee (the previous four sessions were held in Canada, Uruguay, France and Kenya, and were much smaller in scale) was the one with the largest number of participants, with as many as 3,800 people according to public statistics. This Busan INC-5 is also the most watched one.
